Editorial: How Hillary rolls; Dodging transparency

Posted: March 5, 2015 - 12:45am

HILLARY CLINTON, phone home. Or send an email.

Either way, the former secretary of state and probable Democratic candidate for president in 2016 must explain why the rules designed to foster transparency and ethical behavior, and protect the nation’s classified documents at the same time, apparently don’t apply to her.

On Monday, the New York Times dropped a bombshell, reporting that Ms. Clinton exclusively used a private e-mail account to conduct business as secretary of state, despite a federal transparency law that requires officials to maintain emails on government servers.

Then the Asssociated Press followed the Times with its own scoop. It reported that the computer server that transmitted Ms. Clinton’s emails was traced back to an Internet service registered to her family’s home in Chappaqua, New York.

Why would she go to such great lengths to control access to her email archives during the time she was a public official? The most likely answer is the simplest one: She’s working the angles. She doesn’t want people snooping around in them — pesky reporters, political operatives or even historians. And if you look like you might have something to hide (Benghazi? Contributions to the Clinton Foundation from countries like Qatar and Algeria?), maybe there’s something there.

A second possible answer is arrogance.

Ms. Clinton and her husband have shown a pattern of behavior in their public lives that suggests rules are for other people. They are hardly alone in that regard among people in power. But that doesn’t excuse it.

A third possibility is that Ms. Clinton didn’t think that running her own email was such a big deal, something she did on a whim. But the AP reported that what she did gave her “impressive control” over access to her archives and was “far more sophisticated than some politicians.” In other words, she apparently put some serious thought into this. She didn’t just drive out to Best Buy one day to set this “homebrew” system up.

Some Clinton defenders have said Ms. Clinton has turned over more than 55,000 pages of emails from her time as secretary of state. But the fact that she and her staff decided what emails to turn over isn’t reassuring. And it was only last month that the House committee appointed to investigate Benghazi was provided with about 300 of Ms. Clinton’s emails.

She either supports transparency or she doesn’t. It’s not that complicated.

Even the Obama White House gets it.

“What I can tell you is that very specific guidance has been given to agencies all across the government, which is specifically that employees of the Obama administration should use their official email accounts when they’re conducting official government business,” White House spokesman Josh Earnest said.

But that’s not how Hillary rolls. She needs to explain herself. And soon.

Hillary Clinton does not believe in free speech

Josh Earnest, the White House press secretary, found himself spending nearly his entire news conference Tuesday discussing Hillary Rodham Clinton’s use of a personal email account when she was secretary of state, rather than the speech delivered earlier in the day by Prime Minister Benjamin Netanyahu of Israel.
